As someone currently working in the Silicon Valley, I think your observation about the difference between westerners and the Chinese is dead on. I was brought up in Hong Kong, where pragmatism rules and money is everything. Being that, I can't help but have a feeling that the fleeting hypes in the valley is mostly fluff. Facebook, Twitter -- they bleed money like mad, what's the value in them? The Valley is a big echo chamber, and people know how to make hype. If Tim O'reilly, Michael Arrington and Om Malik say something is good and promising, then it must be good. Monetization is an afterthought, as long as VCs are willing to fund you. It doesn't seem to work that way in China. Everything you build has to have monetization built right from the beginning.

But the more I think about it, the more I came to the same conclusion as your point 3. Measurability and monetization does not have to be a roadblock to developing successful social networking sites. Develop something compelling, make it viral, get as many users as you can. Focus on the user experience so users stick around. When the users become sticky because all their friends are there, figure out (creative) ways to monetize all that traffic.
